Remove README.md and add index.html

The README.md file has been deleted due to it being unnecessary for the project. In its place, an index.html file has been added to lay a foundation for the UI of the application. This new file includes the basic structure of a webpage and reference to Bootstrap's CSS and JS for faster development.
