Replace car catalog app with tier list maker implementation

Replaced the previous car catalog application with a new tier list maker. This implementation adds tier management, drag-and-drop functionality, and customization for items and tiers. Updated HTML structure, added new JavaScript modules, and introduced a dark-themed CSS style.
